The Government of Balochistan's Home Department has issued a formal notification introducing the E-Domicile/Local Certificate System across the province, effective immediately.
According to the notification, dated July 18, 2026, and issued under No. SO(G)2-20/Local/2026, the system will be implemented through the Integrated Domicile Management System (IDMS), developed by the National Database and Registration Authority (NADRA). The Home Department will implement the system in collaboration with NADRA, in accordance with the approved policy, applicable laws, rules, and procedures of the Government of Balochistan.

The notification states that the Home Department will coordinate with NADRA and all concerned departments and organizations to ensure effective implementation and operationalization of the system.
The notification was issued by Muhammad Hamza Shafqaat, Additional Chief Secretary (Home), Balochistan, with copies forwarded to the Additional Chief Secretary (Dev), the Senior Member Board of Revenue, the Secretary of Law & Parliamentary Affairs, the Secretary of S&IT Department, the Principal Secretary to the Chief Minister, all Divisional Commissioners, and all Deputy Commissioners across Balochistan, among others.
Announcing the initiative earlier, Chief Minister Balochistan Mir Sarfraz Bugti said the new system would allow citizens to apply for domicile and local certificates through NADRA centers, Deputy Commissioner offices, and the Pak-ID platform from anywhere in Pakistan. He said the move would enhance transparency, prevent the issuance of fake domiciles, and provide a secure, reliable verification system for government institutions.
